A bid by Homa Bay town MP Peter Kaluma to  submit a bill to the independent electoral and boundaries commission seeking to create a new state has temporarily  been stalled after the commission said  the bill did not to follow procedure.
The bill seeks to amend the constitution to allow for the separation and creation of a new country and republic comprised of 40 counties with the exception of seven from the Mount Kenya region.
Kaluma has accused  the current administration of allegedly alienating  large swathes of the country through skewed appointments to key state jobs and distribution of national resources.
