Health Cabinet Secretary Sicily Kariuki and her public service counterpart Margaret Kobia failed to appear before the National Assembly’s Public Accounts Committee to explain why they did not use the IFMIS system to pay out some 1.9 billion Shillings to various government departments. Planning P.S Julius Muia and Gender P.S Saphina Kwekwe who appeared in their stead acknowledged that the money was spent but had not been budgeted for. Details of these expenditure are expected to be shared when the session resumes as the two were given time to consolidate their responses.
