The delay by both the national government and counties to come up with new coffee regulations following the devolvement of agriculture has left the coffee sector in a legal quagmire. This is according to the Kenya Planters Cooperative Union, KPCU, Chairman William Gatei who says that this state has left coffee marketing in a mess with the prohibitive rules contributing immensely to the continued poor prices for coffee.
