Cash strapped counties : First mediation meeting flops

County governments should brace themselves for a prolonged cash crunch after a joint mediation team constituted to unlock the division of revenue bill stalemate  failed to agree.
A meeting convened to find a middle ground over the contentious bill ended in disarray after representatives from the national assembly and senate maintained their hardline positions on the amount of money to be allocated to the counties  with members  engaging in a war of words.
And as Daniel Kariuki reports, the  stalemate persisted even as speakers of the two houses expressed confidence that a solution to the impasse will be found.
